Anthem, AZ rental management · plans from $75/mo
Who manages rental homes in Anthem?
Property Plus USA manages single-family rental homes in Anthem, handling pricing, tenant screening, rent collection, HOA coordination and maintenance. We’re a Chandler-based company led by Designated Broker Kirsten Shafer (Arizona broker license BR535992000), and we manage hundreds of homes across the Phoenix metro and Pinal County.
Anthem is a master-planned community about 30 miles north of downtown Phoenix along I-17, developed by Del Webb beginning in the late 1990s. It isn’t a city. Homes east of I-17 are in unincorporated Maricopa County, while the part of Anthem west of the freeway is inside Phoenix city limits, and that split decides several rules.
What we do for Anthem owners
We handle the day-to-day work of renting a single-family home:
- Rental pricing analysis before you list
- Marketing, including listing on ARMLS, the Phoenix-area MLS
- Tenant screening, leasing and move-in/move-out inspections
- Online rent collection with ACH/direct deposit to you
- Maintenance coordination, with 24/7 emergency maintenance response
- HOA registration help when a new tenant moves in
- Monthly and year-end statements in the Rentvine owner portal
- Evictions handled through counsel when they can’t be avoided
Plans start at $75 a month. See pricing for what each plan includes.
Anthem rental snapshot
Updated October 2026. Figures come from U.S. Census Bureau QuickFacts and the Anthem Community Council.
- Population: 23,190 in the 2020 Census. The Census Bureau doesn’t publish annual estimates for Anthem because it’s a census-designated place.
- Homes: the Anthem Community Council counts 10,305 homes on 5,920 acres, with about 1,400 acres of protected washes and open space.
- Renters: the owner-occupied rate is 84.9% (American Community Survey 2020–2024).
- Rents and values: median gross rent was $2,548, the median owner-occupied home value was $569,900 and median household income was $120,613 (ACS 2020–2024). These are five-year averages, so we price each home with a current rental analysis.
- Schools: Deer Valley Unified School District serves Anthem, including Anthem School, Canyon Springs STEM Academy, Diamond Canyon, Gavilan Peak and New River Elementary (K–8), and Boulder Creek High School.
- Services by side of I-17: east of the freeway, EPCOR provides water and the Daisy Mountain Fire Department provides fire service. West of the freeway, the City of Phoenix provides both.
- Jobs and commute: I-17 is the main route south. TSMC’s chip plant site in north Phoenix is expanding; the company announced Arizona plans totaling $265 billion, with its second fab on track for 2027 (azfamily, July 2026).
Local rules Anthem owners should know
This isn’t legal advice, but these are the rules that matter most for Anthem rentals.
- County registration. Every Anthem rental must be registered with the Maricopa County Assessor before it’s occupied (A.R.S. 33-1902). Owners who live outside Arizona must name an Arizona statutory agent.
- No city rental tax on long-term leases. Since January 1, 2025, no city can levy sales tax on residential rentals of 30 days or more (A.R.S. 42-6004(H)). That covers the Phoenix side of Anthem too.
- Short-term rentals, west of I-17. Homes inside Phoenix city limits follow Phoenix’s program. Phoenix requires a short-term rental permit ($250 initial and at each renewal) through its SHAPE PHX portal, notice to adjacent neighbors with a signed attestation, and the permit number in every ad. Court-adjudicated violations carry minimum penalties of $500, $1,000 and $3,500 (or one, two or three nights’ rent), and a permit can be suspended for 12 months.
- Short-term rentals, east of I-17. In unincorporated Maricopa County, A.R.S. 11-269.17 bars the county from banning short-term rentals but allows a permit (fee capped at $250) and a 24/7 emergency contact requirement. We didn’t find a separate county permit as of October 2026, but county zoning still applies. Either way, you need an Arizona TPT license.
- HOA rules come first. Anthem’s CC&Rs can set rental time period rules that apply whatever the city or county allows.
Anthem neighborhoods and communities
The Anthem Community Council manages community-wide amenities, and three homeowners associations manage the neighborhoods: Parkside, the largest, with homes on both sides of I-17; the gated Anthem Country Club; and The Village, a condominium community. Each HOA enforces its own CC&Rs.
When you rent, Arizona law (A.R.S. 33-1806.01) limits what an HOA can collect to adult occupants’ names and contact information, lease dates and vehicle details, with a fee of up to $25 per new tenancy. We handle the HOA registration for each new tenant and screen applicants under the same standards for every home; see our tenant screening guide.
We also manage nearby in Phoenix, Cave Creek and Peoria.

Partly. Anthem is a master-planned community, not a city: homes east of I-17 are in unincorporated Maricopa County, and the portion west of I-17 is inside Phoenix city limits.
West of I-17 you need a City of Phoenix short-term rental permit ($250). East of I-17 the county can’t ban short-term rentals, and we didn’t find a separate county permit as of October 2026, but your HOA’s CC&Rs may set minimum lease terms.
Anthem has three HOAs, Parkside, Anthem Country Club and The Village, under the Anthem Community Council. Your title or HOA statements show which one applies.
Deer Valley Unified School District, including several K–8 schools and Boulder Creek High School. Tenants should confirm the assigned school for a specific address with the district.
East of I-17, EPCOR provides water and Daisy Mountain Fire Department provides fire service. West of I-17, the City of Phoenix provides both.
Plans start at $75 per month on our Basic plan. The Traditional plan is 8% of monthly rent ($89 minimum) and the Property Plus plan is 10% ($125 minimum); every plan has a $500 leasing fee.
When Property Plus USA places the tenant, the plan covers up to $50,000, including tenant vandalism up to $50,000, theft up to $25,000, lost rent during an eviction (up to 2.5 months) and tenant skip (up to 2 months). It also covers service-animal damage and wrongful-eviction lawsuit defense.
No. Since January 1, 2025, Arizona law (A.R.S. 42-6004(H)) bars cities and towns from levying transaction privilege tax on residential rentals, which covers leases of 30 days or more. Short-term rentals under 30 days are still taxed as transient lodging.
Yes. A.R.S. 33-1902 requires residential rental owners to file their information with the Maricopa County Assessor, and the home may not be occupied until it’s on file. Owners who live outside Arizona must also name an Arizona statutory agent.
Under A.R.S. 33-1806.01, an HOA can ask only for adult occupants’ names and contact information, lease dates and vehicle information (plus a photo ID in age-restricted communities), and it can charge up to $25 per new tenancy. Your CC&Rs can still set leasing rules, such as minimum lease terms, which we review before listing.
Arizona caps security deposits, including prepaid rent, at one and a half months’ rent (A.R.S. 33-1321). After move-out, the landlord has 14 business days to return the deposit with an itemized list of deductions.
