Surprise property management for single-family rentals
Property Plus USA (also known as AZ Property Experts) manages single-family rental homes in Surprise, from Marley Park and Surprise Farms to newer neighborhoods near Loop 303. We are a Chandler-based company managing hundreds of homes across the Phoenix metro, led by Designated Broker Kirsten Shafer (Arizona broker license BR535992000).
Surprise mixes family neighborhoods, 55+ communities and new construction, and each comes with its own HOA rules. Our job is to price the home well, find a qualified tenant and keep you compliant. Updated October 2026.
What we do for Surprise owners
We handle the day-to-day work of renting a Surprise home: a rental pricing analysis, marketing (including the ARMLS listing service used across the Phoenix area), tenant screening, leasing, online rent collection, maintenance coordination with 24/7 emergency response, move-in and move-out inspections, and HOA registration help. Owners get monthly and year-end statements and ACH deposits through the Rentvine owner portal. If an eviction is needed, we handle it through counsel.
Every plan has a $500 leasing fee. Monthly plans start at a $75 flat fee. See the pricing page for what each plan includes, or read more on our owner services page.
Surprise rental snapshot
- Population: 175,304 on July 1, 2025. Surprise added 7,702 residents between 2024 and 2025, the 13th-largest numeric gain among U.S. cities of 20,000 or more, according to the U.S. Census Bureau’s Vintage 2025 estimates released May 14, 2026.
- Longer-term growth: up 22.5% since the April 2020 estimates base (Census QuickFacts).
- Ownership and age: 79.1% of occupied homes are owner-occupied, and 22.2% of residents are 65 or older (Census QuickFacts, American Community Survey 2020–2024).
- Rent level: median gross rent was $2,033 in the Census Bureau’s 2020–2024 American Community Survey. That covers all rental types, so we price each home from current comparable rentals.

- Jobs and commute: the city’s Railplex employment area hosts four corporate headquarters with more than 2,000 jobs (Arizona Commerce Authority profile). Commuters use Loop 303, Bell Road and US 60 (Grand Avenue).
Local rules Surprise owners should know
Short-term rental license
Surprise requires a city license for every short-term rental under Article X of Chapter 26 of the Surprise Municipal Code (Ordinance 2023-13). The license runs one year and must be renewed. The fee is set by city council resolution, and state law caps it at $250. State law (A.R.S. 9-500.39) also lets the city require an emergency contact, neighbor notice, $500,000 in liability insurance and the license number on every ad.
Rental accountability
The City of Surprise’s Code Enforcement division runs a Rental Accountability Ordinance aimed at the health and safety of rental housing. Check the city’s Rental Properties page for current requirements before you rent.
County registration and tax
Every Surprise rental must be registered with the Maricopa County Assessor under A.R.S. 33-1902, and out-of-state owners must name an Arizona statutory agent. City TPT on long-term residential rentals ended January 1, 2025, according to the Arizona Department of Revenue. Stays under 30 days are still taxable. This is general information, not legal advice. See our Arizona landlord-tenant laws guide for the basics.
Surprise neighborhoods and communities
- Marley Park: a master-planned community with parks and HOA amenities that appeals to family renters.
- Surprise Farms: a large HOA community with a range of home sizes.
- Asante: a newer master-planned community with recent construction.
- Sun City Grand and other 55+ communities: age-restricted, so at least one occupant must meet the age rule. Arizona law lets an age-restricted HOA ask for a government photo ID showing the tenant meets it (A.R.S. 33-1806.01).
- Original Town Site and older neighborhoods: smaller lots and, in some areas, no HOA.
HOA leasing rules vary widely across Surprise. We read the CC&Rs before listing, flag any minimum lease term, and handle tenant registration with the association.
Flat fee or percentage: choosing a plan for your Surprise rental
The right plan depends on your rent level, how hands-on you want to be, and how much risk you want to carry.
- Basic, $75 a month flat. The fee stays the same as rent rises. Lease renewals are $199, file setup is $199, and a $200 realtor commission applies. Includes a 6-month lease guarantee.
- Traditional, 8% of monthly rent ($89 minimum). No marketing fee, no realtor commission and no file setup fee. Renewals are $150. Includes a 6-month lease guarantee.
- Property Plus, 10% of monthly rent ($125 minimum). No marketing, renewal or file setup fees. When we place the tenant, it adds landlord protection up to $50,000 (tenant vandalism up to $50,000, theft up to $25,000, lost rent during an eviction up to 2.5 months, tenant skip up to 2 months, service-animal damage, and wrongful-eviction lawsuit defense), plus two interior and two drive-by HomeCare Checks a year.
A flat fee can make sense for higher-rent homes because the cost does not grow with the rent. Owners who live out of state or want fewer surprise costs may prefer Property Plus for the protection and inspections. Compare the details on our pricing page.
