Eloy rental snapshot

Updated October 2026. Public figures, with sources and dates. For your home we price from current comparable rentals.

  • Population: 19,967 on July 1, 2025, up from an April 2020 base of 15,624, an increase of about 28% (U.S. Census Bureau QuickFacts, Vintage 2025 estimates). Census counts include people in group quarters such as detention centers.
  • Ownership and rent: 74.7% of homes are owner-occupied and the median gross rent is $978 (Census American Community Survey 2020 to 2024). It is a five-year figure across all rentals, not a current asking rent.
  • Home values: the median value of owner-occupied homes is $255,300 (ACS 2020 to 2024).
  • Employers: CoreCivic operates four facilities in Eloy: Eloy Detention Center, La Palma Correctional Center, Red Rock Correctional Center and Saguaro Correctional Center (CoreCivic facility list). Agriculture and Skydive Arizona, a large skydiving center, also bring jobs and visitors.
  • Commute: I-10 runs north to Casa Grande, Chandler and Phoenix and south to Tucson, I-8 begins at I-10 just to the northwest, and SR-87 connects Eloy with Coolidge. The average commute is 28.8 minutes (ACS 2020 to 2024).
  • Utilities: water, sewer and electric providers vary across Eloy and nearby unincorporated areas, so we confirm each home’s providers by address.

Local rules Eloy owners should know

The rules that come up most often. This isn’t legal advice; our Arizona landlord-tenant law guide covers more.

  • Register with the Pinal County Assessor. A.R.S. 33-1902 requires rental owners to file their contact details and the property’s address, parcel number and year built with the county assessor, using Pinal County’s Notification of Arizona Residential Rental Property form. The fee is capped at $10, changes must be filed within 10 days, and owners who live outside Arizona must also record an Arizona statutory agent. The Assessor’s Office (520-866-6361) can confirm your filing.
  • No rental tax on long-term leases. Since January 1, 2025, Arizona cities and towns can no longer levy transaction privilege tax (TPT) on residential rentals (A.R.S. 42-6004), and licenses that covered only residential rental were canceled automatically. Short-term rentals still owe lodging taxes.
  • Security deposits are capped at one and one-half months’ rent (A.R.S. 33-1321). See our security deposit guide.
  • HOA rental paperwork is limited by A.R.S. 33-1806.01 to tenant names and contact information, lease dates and vehicle details, with a fee of up to $25 per new tenancy.
  • Short-term rentals. A.R.S. 9-500.39 bars cities from banning short-term rentals but lets them require a local permit (fee capped at $250), a 24-hour emergency contact and notice to neighbors. Owners also need a state TPT license and $500,000 in liability coverage or a booking platform that provides it. Check with the City of Eloy for any local permit before listing, and read your HOA’s CC&Rs.

Some homes with an Eloy mailing address sit in unincorporated Pinal County rather than inside city limits. The county assessor registration applies either way, but city ordinances apply only inside the city, so we check jurisdiction for each address.

Eloy neighborhoods and communities

  • Central Eloy: older single-family homes near downtown, often without an HOA.
  • Robson Ranch: a golf community in Eloy with HOA rules. Check the CC&Rs for any age restriction or rental rules before listing.
  • Toltec and areas toward Arizona City: a mix of older homes and newer subdivisions west of central Eloy. Arizona City is unincorporated, so county rather than city rules apply there.
  • Near Picacho Peak: Picacho Peak State Park is about 10 miles southeast of Eloy, along I-10 toward Tucson.

Nearby, we also manage in Casa Grande, Coolidge and Maricopa.

How much do rentals rent for in Eloy?

The Census Bureau’s 2020 to 2024 American Community Survey puts Eloy’s median gross rent at $978, but that five-year figure covers all rentals and trails current asking rents. We price each home from current comparable rentals.

Is my Eloy-address home inside city limits?

Not always. Some homes with an Eloy mailing address are in unincorporated Pinal County, where county rules apply instead of city ordinances, so we check jurisdiction for each address.

Do I need to register my Eloy rental with the county?

Yes. A.R.S. 33-1902 requires rental owners to register with the county assessor, and Pinal County uses its Notification of Arizona Residential Rental Property form; owners who live out of state must also designate an Arizona statutory agent.

Can I run a short-term rental in Eloy?

Arizona law does not let cities ban short-term rentals, but cities can require a local permit, an emergency contact and neighbor notice, and you need a state TPT license. Confirm current rules with the City of Eloy, or Pinal County for unincorporated addresses, and with your HOA.

Who are the major employers in Eloy?

CoreCivic operates four correctional and detention facilities in Eloy. Agriculture and Skydive Arizona also bring jobs to the area.

How do Eloy tenants commute?

How much does property management cost in Eloy?

Plans start at $75 per month on Basic. Traditional is 8% of monthly rent ($89 minimum) and Property Plus is 10% of monthly rent ($125 minimum); every plan has a $500 leasing fee.

What other fees should I expect?

Basic charges $199 for lease renewals, $199 for file setup and a $200 realtor commission. Traditional charges $150 for renewals and has no marketing, realtor commission or file setup fee, and Property Plus has no marketing, renewal or file setup fees.

What does the landlord protection on the Property Plus plan cover?

When Property Plus USA places the tenant, it covers up to $50,000, including tenant vandalism up to $50,000, theft up to $25,000, lost rent during an eviction (up to 2.5 months), tenant skip (up to 2 months), service-animal damage and wrongful-eviction lawsuit defense. The plan also includes 2 interior and 2 drive-by HomeCare Checks per year.

Do I have to pay rental sales tax on a long-term rental in Eloy?

No. Since January 1, 2025, Arizona cities and towns can no longer levy transaction privilege tax on residential rentals, and the Arizona Department of Revenue canceled licenses that covered only residential rental; short-term rentals still owe lodging taxes.

What can my HOA require when I rent my home?

Under A.R.S. 33-1806.01 an HOA may collect only adult occupants’ names and contact information, lease dates and vehicle information, and it can charge up to $25 per new tenancy. It cannot require a copy of the lease or the tenant’s credit report or application.
