Florence rental snapshot

Updated October 2026. Public figures, with sources and dates. For your home we price from current comparable rentals.

  • Population: 25,222 on July 1, 2025, compared with an April 2020 base of 27,294 (U.S. Census Bureau QuickFacts, Vintage 2025 estimates). Census counts include people living in group quarters such as prisons, so Florence’s total moves with its correctional population as well as with home building.
  • Ownership and rent: 86.8% of homes are owner-occupied and the median gross rent is $1,302 (Census American Community Survey 2020 to 2024). It is a five-year figure across all rentals, not a current asking rent.
  • Home values: the median value of owner-occupied homes is $346,300 (ACS 2020 to 2024).
  • Employers: as the county seat, Florence is home to Pinal County government offices and courts. It is also home to the Arizona Department of Corrections, Rehabilitation and Reentry’s Florence and Eyman prison complexes, along with several privately operated correctional and detention facilities.
  • Commute: SR-79 runs north toward US-60 and south toward Tucson, SR-287 heads west to Coolidge and Casa Grande, and Hunt Highway connects toward San Tan Valley and Queen Creek. The average commute is 30.9 minutes (ACS 2020 to 2024).
  • Utilities: the Town of Florence operates water, wastewater and sanitation service, and it gave public notice of proposed utility rate increases in 2026. Some subdivisions are served by other providers, so we confirm utilities by address.

Local rules Florence owners should know

The rules that come up most often. This isn’t legal advice; our Arizona landlord-tenant law guide covers more.

  • Register with the Pinal County Assessor. A.R.S. 33-1902 requires rental owners to file their contact details and the property’s address, parcel number and year built with the county assessor, using Pinal County’s Notification of Arizona Residential Rental Property form. The fee is capped at $10, changes must be filed within 10 days, and owners who live outside Arizona must also record an Arizona statutory agent. The Assessor’s Office (520-866-6361) can confirm your filing.
  • No rental tax on long-term leases. Since January 1, 2025, Arizona cities and towns can no longer levy transaction privilege tax (TPT) on residential rentals (A.R.S. 42-6004), and licenses that covered only residential rental were canceled automatically. Short-term rentals still owe lodging taxes.
  • Security deposits are capped at one and one-half months’ rent (A.R.S. 33-1321). See our security deposit guide.
  • HOA rental paperwork is limited by A.R.S. 33-1806.01 to tenant names and contact information, lease dates and vehicle details, with a fee of up to $25 per new tenancy.
  • Short-term rentals. A.R.S. 9-500.39 bars cities from banning short-term rentals but lets them require a local permit (fee capped at $250), a 24-hour emergency contact and notice to neighbors. Owners also need a state TPT license and $500,000 in liability coverage or a booking platform that provides it. Check with the Town of Florence for any local permit before listing, and read your HOA’s CC&Rs.

Florence neighborhoods and communities

  • Anthem at Merrill Ranch: the large master-planned area northwest of the historic town center, built by Pulte and Del Webb, with HOA rules that apply to tenants. The community includes an active-adult section, so check whether a home is in an age-restricted area before marketing it.
  • Historic town center: Florence’s Main Street area is listed on the National Register of Historic Places. Homes here are older and often have no HOA; check with the town before making exterior changes to a historic property.
  • Newer subdivisions: more recent single-family construction, typically with HOAs.

Nearby, we also manage in Coolidge, San Tan Valley and Queen Creek.

Frequently asked questions

Who manages rental homes in Florence, AZ?

Property Plus USA manages single-family rental homes in Florence, including Anthem at Merrill Ranch, from our Chandler office. Call 480-586-3700 for a free rental analysis.

Do I need to register my Florence rental with the county?

Yes. A.R.S. 33-1902 requires rental owners to register with the county assessor, and Pinal County uses its Notification of Arizona Residential Rental Property form; owners who live out of state must also designate an Arizona statutory agent.

Why did Florence’s population estimate go down?

The Census Bureau estimates Florence had 25,222 residents on July 1, 2025, compared with a 2020 base of 27,294. Census counts include people in group quarters such as the town’s prisons, so changes in the correctional population affect the total.

Can I rent out a home in Anthem at Merrill Ranch?

Generally yes, unless the community’s declaration prohibits it, but tenants must follow HOA rules and part of the community is age-restricted. Read the CC&Rs for your section before you list.

Can I run a short-term rental in Florence?

Arizona law does not let towns ban short-term rentals, but towns can require a local permit, an emergency contact and neighbor notice, and you need a state TPT license. Confirm current requirements with the Town of Florence and your HOA before listing.

Who provides water to Florence rentals?

The Town of Florence operates water, wastewater and sanitation service for much of the town, but some subdivisions are served by other providers. We confirm providers by address when we set up a home.

What are the main roads out of Florence?

SR-79 runs north toward US-60 and south toward Tucson, SR-287 heads west to Coolidge and Casa Grande, and Hunt Highway connects toward San Tan Valley and Queen Creek.

How much does property management cost in Florence?

Plans start at $75 per month on Basic. Traditional is 8% of monthly rent ($89 minimum) and Property Plus is 10% of monthly rent ($125 minimum); every plan has a $500 leasing fee.

What other fees should I expect?

Basic charges $199 for lease renewals, $199 for file setup and a $200 realtor commission. Traditional charges $150 for renewals and has no marketing, realtor commission or file setup fee, and Property Plus has no marketing, renewal or file setup fees.

What does the landlord protection on the Property Plus plan cover?

When Property Plus USA places the tenant, it covers up to $50,000, including tenant vandalism up to $50,000, theft up to $25,000, lost rent during an eviction (up to 2.5 months), tenant skip (up to 2 months), service-animal damage and wrongful-eviction lawsuit defense. The plan also includes 2 interior and 2 drive-by HomeCare Checks per year.

Do I have to pay rental sales tax on a long-term rental in Florence?

No. Since January 1, 2025, Arizona cities and towns can no longer levy transaction privilege tax on residential rentals, and the Arizona Department of Revenue canceled licenses that covered only residential rental; short-term rentals still owe lodging taxes.

What can my HOA require when I rent my home?

Under A.R.S. 33-1806.01 an HOA may collect only adult occupants’ names and contact information, lease dates and vehicle information, and it can charge up to $25 per new tenancy. It cannot require a copy of the lease or the tenant’s credit report or application.
